Romans 1:16–17 (ESV)
The Righteous Shall Live by Faith
16 For I am not ashamed of the gospel, for it is the power of God for salvation to everyone who believes, to the Jew first and also to the Greek. 17 For in it the righteousness of God is revealed from faith for faith, as it is written, “The righteous shall live by faith.”

Romans 10:2–3 (ESV)
For I bear them witness that they have a zeal for God, but not according to knowledge. For, being ignorant of the righteousness of God, and seeking to establish their own, they did not submit to God’s righteousness.
Romans 10:8–10 (ESV)
But what does it say? “The word is near you, in your mouth and in your heart” (that is, the word of faith that we proclaim); because, if you confess with your mouth that Jesus is Lord and believe in your heart that God raised him from the dead, you will be saved. 10 For with the heart one believes and is justified, and with the mouth one confesses and is saved.

14 How then will they call on him in whom they have not believed? And how are they to believe in him of whom they have never heard? And how are they to hear without someone preaching?

11 For the Scripture says, “Everyone who believes in him will not be put to shame.”

Isaiah 8:14–15
14 And he will become a sanctuary and a stone of offense and a rock of stumbling to both houses of Israel, a trap and a snare to the inhabitants of Jerusalem. 15 And many shall stumble on it. They shall fall and be broken; they shall be snared and taken.”

32 Why? Because they did not pursue it by faith, but as if it were based on works. They have stumbled over the stumbling stone,  
1 Peter 2:8 (ESV)
and
“A stone of stumbling,
and a rock of offense.”
They stumble because they disobey the word, as they were destined to do.
